C4ES produced a Baseline Study for this project, which is funded by Global Environment Facility/Least Developed Countries Fund. The project will reduce the vulnerability of Madagascar’s coastal zone to climate variability and change, through institutional capacity building, coastal protection and integration of climate change into policy and planning. The Baseline Study included field-based assessments of land use and vegetation cover, as well as assessments of coastal infrastructure such as sea walls and groynes. Surveys were designed to collect social data at national, sub-national and local levels to measure vulnerability to climate change. The results of the assessments and surveys will be used to revise the original monitoring and evaluation plans, including indicators and targets.
