Climate-related floods, droughts, landslides and wildfires are becoming more frequent in Lebanon. However, existing early warning systems have limited ability to track these risks, predict their impact and issue timely alerts to vulnerable communities.

To address this, C4 EcoSolutions developed a project preparation framework for UNEP and the Green Climate Fund (GCF) to establish a people-centred, impact-based multi-hazard early warning system.

Our approach brings together the technical, institutional and financial foundations required for a functioning national system. This includes feasibility studies, gender assessments, stakeholder engagement, environmental and social safeguards, infrastructure needs assessments, operations and maintenance planning, and clear communication protocols to ensure alerts reach communities through multiple channels.

Over a 24-month preparation phase, the project will produce technical documentation aligned with World Meteorological Organization (WMO) standards, including WIGOS and the Common Alerting Protocol. Gender-responsive measures are integrated throughout to ensure equitable access to climate information.

The result will be a sustainable, nationally owned system capable of delivering accurate, accessible and timely warnings — strengthening climate resilience and protecting vulnerable populations through improved monitoring, forecasting and coordinated response.
